Irving ISD has achieved a perfect score of 100 on the School Financial Integrity Rating System of Texas (FIRST) for the 2024-2025 rating year, marking the first time in district history to earn a flawless rating. While the district has consistently received “Superior” A ratings in previous years, this year’s score represents a new milestone in Irving ISD’s commitment to responsible management of taxpayer dollars.

School FIRST, implemented by the Texas Education Agency (TEA), evaluates public school districts on 21 financial indicators including efficiency, punctuality, fund balance situation, investment practices and long-term liability solvency.

The system ensures districts are managing resources effectively and maintaining strong financial practices that support student learning.

“These results reflect the integrity, discipline and dedication of our entire financial and leadership team,” says Superintendent Magda Hernández. “Fiscal responsibility is essential to our mission, and earning a perfect score demonstrates to our community that every decision we make puts students first.”

Irving ISD Chief Financial Officer Fernando Natividad, who presented the annual FIRST report to the Board of Trustees, said the score represents years of focused teamwork, careful planning and strong leadership.

“This achievement is the direct result of a shared commitment to excellence across the district,” says Natividad. “Superintendent Hernández’s clear vision and steadfast support have been instrumental in strengthening our financial framework and guiding our team to this historic milestone. We remain committed to upholding these high standards in the years ahead.”

Irving ISD has received “Superior” FIRST ratings for the past five years, with scores of 98 twice and 96 twice, before this year’s perfect 100.
